On 13 October Gas Industry Co received a request from Maui
Development Limited (MDL) to consider and make a recommendation in respect of
proposed changes to the Maui Pipeline Operating Code (MPOC).

Although this letter relates to the broader topic of Gas Transmission Balancing, we include a link to it here since it refers to the October 2011 MPOC Change Request and related matters. The letter is in response to a request made by (then) associate Minister of Energy and Resources, Hon Pansy Wong, in September, 2010, that Gas Industry Co provide a update on Transmission Pipeline Balancing matters. In the letter we advise the (now) Minister of Energy and Resources, Hon Phil Heatley, that a number of industry initiatives are underway and, given the high level of activity, suggest that these should run their course before determining the next step. We propose to provide the Minister with a further update after 1 June 2013.
Letter to Minister of Energy and Resources regarding Transmission Pipeline Balancing
Gas Industry Co has received submissions and cross submissions on the October 2011 MPOC Change Request. These can be found under the Overview tab.
In response to comments received during the submission process MDL has made some minor corrections to its change request. These are described in MDL's cross-submission, and for clarity MDL has provided an updated description of the proposed changes and a redlined MPOC:

Having considered submissions on the change request, Gas Industry Co has prepared the following draft recommendation. Submissions are invited on this Draft Recommendation. If you would like to make a submission, please do so by 5pm, Tuesday 13 March 2012.
Having considered submissions on the draft recommendation, Gas Industry Co has concluded that it should support the 13 October 2011 MPOC change request. Our conclusion and the supporting rationale are set out in the final recommendation (link provided below).
While the change request aims at improving pipeline balancing arrangements, we accept that further improvements to industry arrangements are necessary to fully achieve efficient balancing arrangements. We will continue to work with industry participants to achieve these improvements. We discuss this in the cover note (link provided below).
