Review
The interconnection documents of both MDL and Vector were found to be generally well aligned with the Guidelines.
The most significant omissions from both Transmission System Owners’ (TSOs) interconnection documents were:
· an interconnection policy that would provide an overall framework of the process and improve transparency; and
· a means of resolving disputes with parties seeking interconnection that arise before contractual arrangements are entered into (‘pre-contractual disputes’).
As a result of the review and discussions held with the TSOs, some amendments to the Guidelines were considered necessary. An updated version of the Guidelines can be viewed under the Guidelines tab.
A further review will be conducted in June 2010. At this later review we will assess whether the interconnection services offered by both TSOs meet the Gas Act and GPS objectives and, if not, consider other options for improvement, including recommending rules or regulations to the Minister of Energy and Resources.
