The Gas Act enables Gas Industry Co to recommend to the Minister of Energy that regulations be made requiring industry participants to pay a levy to the industry body. The purpose of the levy is to recover the estimated costs of Gas Industry Co exercising its functions as the industry body. It is required to be established each year and there is a new consultation required every year to achieve this. The objective of the Levy Arrangements project is to deliver a levy recommendation to the Minister of Energy each year, sufficient to fund the planned activities of Gas Industry Co in the relevant financial year and ensure the balance of Industry Advances Reserve account is within acceptable limits.
An annual levy consultation paper is prepared for each financial year and submitted for approval.

The FY2011 Levy Consultation Paper sets the context for the proposed FY2010 levy regulations by describing the work Gas Industry Co expects to undertake in FY2011 and its associated cost; calculates the levy funding requirement for that year; and proposes the FY2011 levy. The proposed levies for FY2011 are: Retail levy of $6.40 per annum payable on each ICP; and Wholesale levy of 1.84 cents per GJ of gas purchased directly from gas producers.
In January 2009, Gas Industry Co released a paper entitled 'FY2010 Levy for Gas Industry Co' for consultation. That paper and the submissions received are available below under the heading 'Previously Consulted On'. The submissions asked Gas Industry Co to review its priorities in view of the cumulative effect of implementing five sets of rules in a short period and the economic downturn. On consideration, Gas Industry Co decided that it should review its indicative work programme and associated budget for FY2010. This review is now complete. An 'Amended FY2010 Levy for Gas Industry Co' paper that addresses the concerns raised in submissions on the original paper and proposes amended levy rates is available below.

The annual levy is the principal source of revenue for funding Gas Industry Co's work programme on gas governance.
